TGEU publishes Human Rights and Gender Identity: Best Practice Catalogue (Third Revised Version)

We are pleased to announce the publication of the third edition of Human Rights and Gender Identity: Best Practice Catalogue, a new e-publication documenting concrete and effective approaches to advancing equality for trans people across Europe and beyond.

In 2011, ILGA-Europe and TGEU – Trans Europe and Central Asia produced the first Best Practice Catalogue in response to frequent questions from policymakers and LGBTI organisations seeking guidance on the Council of Europe Commissioner for Human Rights Thomas Hammarberg’s 2009 Issue Paper, Human Rights and Gender Identity. We then published an updated version in 2016 and in 2025, we released the third revised edition.

What is in this Best Practice Catalogue?

This latest edition brings together the most recent best practices identified by TGEU over the past five years, with a particular focus on safety and security and non-discrimination. It highlights promising work by equality bodies and other actors to ensure equal access to employment, education, housing, and goods and services, offering practical examples that can inform policy development and implementation.

The Catalogue does not claim to be exhaustive. It focuses on initiatives implemented from 2020 onwards, except where earlier practices remain ongoing or especially relevant. Rather than providing a historical overview, it is designed as a forward-looking, practical resource for those working to uphold human rights and equality today.

Context of the Best Practice Catalogue

At a time when attacks against trans people are increasing across Europe and globally, this new edition is both urgent and necessary. We hope it will support policymakers, public authorities, equality bodies, and civil society organisations to stand firm in their commitments to human rights, draw inspiration from what already works, and translate these examples into action in their own contexts.
