UK Government’s final Keeping Children Safe in Education guidance fails to protect trans, non-binary and intersex children and young people

Eight civil society organisations express serious concern following the UK Government’s publication of the final 2026 Keeping Children Safe in Education guidance, which will come into force in England on 1 September 2026.

On 11th of December, over 150 organisations published a joint statement to strongly urge the leaders and institutions of the European Union to take actions toward the elimination of conversion practices.

On 5 June 2025, Advocate General Ćapeta delivered her opinion in the case Commission v. Hungary (C-769/22), finding that Hungary’s so-called “Child-Protection law” violates multiple provisions of EU law.

We call on the UK government to reconsider this harmful decision and to engage meaningfully with both the medical and scientific community and civil society groups representing the interests of trans youth and trans adults.
